What is the Garrett County Democratic Central Committee?

The Garrett County Democratic Central Committee is constituted as the governing body of the Democratic Party in Garrett County under the authority of the Democratic State Central Committee of Maryland, and exercises all of the powers, rights and privileges granted it under the Constitution and Laws of Maryland, and the Constitution and ByLaws of the Maryland Democratic Party.

The Garrett County Democratic Central Committee promotes the election of the nominees of the Democratic Party in Maryland and Garrett County. The Committee conducts the business, organizes the activities, and fosters the growth of the Democratic Party in Garrett County.

When and Where Does the Central Committee Meet?

The Central Committee currently meets on the last Monday of the month at 4:000 PM. We meet either in-person at the Garrett County Democratic Headquarters, 208 S. Second Street, Oakland, MD, or via Zoom.

The public is welcome to attend in order to get to know us and the work we are doing! Guests are invited to observe and to ask questions during the public session. What are the Goals and Objectives of the Central Committee?

Recently, the Central Committee formulated a two-year Strategic Plan with specific goals and objectives for the years 2025 and 2026. Additional activities and projects are always considered and will be adopted should time, human and other resources be available. Our DCC will use the framework of EDUCATE, ADVOCATE, AND ACTIVATE to pursue our Democratic values, strengthen the party locally, and allow investment into the interests of our committee members. Our 2025-2026 goals are:

1. Run a full slate of Democratic Candidates: 3 Commissioners, State Senator (work with Allegany County on this), State Delegate, and Board of Education candidates.

2. Explore and implement a Community Works Program in conjunction with Rural Bridge Initiative, Inc. (RUBI), to increase visibility of Garrett County Democrats and opportunities for coalition-building with non-Democrats and to facilitate party building.

3. Initiate a Precinct Program in the most Democratic of our 19 precincts, to organize, recruit Captains and volunteers, and strengthen our community connections.

4. Use MyCampaign in VAN to create a better, more robust information management system for the GCDCC and the Democratic Club to gather Dem contact, volunteer, opinion, and donation data.

5. Explore the issue of Ranked Choice Voting to assess its efficacy for our community and explore whether to take a position on the matter.

6. Implement a Deep Canvassing approach to our community outreach, candidate recruitment and party-building efforts. Locate and offer training opportunities for DCC members and others interested in the strategy.

7. Review the bylaws’ definition of Associate Member (Article II, Section 3) and expand it to include specific responsibilities, expectations, and that serving is at the discretion of the voting membership.

8. Develop a succession plan for the DCC in terms of recruiting replacements for those who choose not to run again in 2026 and officers to be elected after the 2026 election. Look at committee make-up in terms of gender, geographic, age, and other areas of diversity.

9. Work to support, encourage, and lift up the Mountain Maryland Young Democrats.

10. Incorporate these goals into the strategy areas identified by the state party: Fund Raising, Communications/Issues, Candidate Development, Community Engagement, and Democratic Central Committee Development.
